大溪公會堂於1923年2月設置，由磚造的洋館與木造的和館組成。建築設計者不可考，從建物形式推測屬明治後期至大正時期的「和洋折衷式樣」：洋館作為協商、集會、宣講等地方事務用途，和館則為食宿、休息、授課等休閒育樂用途。
The Daxi Assembly Hall was set up in February, 1923, to consist of a brick-structured Western Hall and a wood-made Japanese Hall. The designer of the buildings can no longer be found. Judging from the architectural style, these buildings were of “the eclectic mix of the Japanese and the Western” prevalent in the last years of the Meiji era, leading into the Taishō era: the Western Hall is used for negotiative discussions, public meetings and public lectures; the Japanese Hall is used as a dining hall, a dorm and a classroom.

臺中士紳張麗俊曾在參觀桃園大圳途中，於大溪公會堂旅遊，反映公會堂當時與大溪公園、神社、市街組成一組觀光節點。
在桃園旅館早飯畢，八時我等一團十八人合桃園大圳指導員一人，共坐一台自動車馳經大湳、更藔腳、松樹腳、栗子林過大溪大吊橋，至大溪街下車，遊公園、公會堂，揖神社或遊市街。（張麗俊/水竹居主人日記，昭和10 年，1935 年10 月24 日。）
Zhang Li-jyun, a member of Taichung’s gentry class toured Daxi Assembly Hall during a sightseeing trip to the irrigation canal of Taoyuan. This goes to show that the Assembly Hall was on pace to be a tourist destination hotspot along with Daxi Park, the Shrine and the Market Street Block.
“It was eight in the morning after breakfast at Taoyuan Hostel. I, along with my group of 18 people and a tour guide from Taoyuan Irrigation Canal, boarded an automobile and drove past Danan, Gengliaojiao, Songshujiao, Lizilin, and traversed the Great Suspension Bridge of Daxi.
